Underground oil tank

Has anyone every installed a double wall fuel tank where the engineer called for a monitoring system to monitor the space between the two walls?
I have some numbers in the spec for Veeder Root equipment, but they are not specific enough to do anything with.
The engineer of course is no help, as he said it is all in the spec book.
This is one of those jobs that the more stuff the engineers can put into the job, the more money they make.
