If you are using an Electric Boiler, is there any energy saving benefit to replacing some old liquid filled electric baseboard heaters with hydronic heaters?

Electric consumption would likely rise. You have the heat loss through the boiler and the distribution piping and a circulator to run.
Since every electric b/b system I've seen has a t-stat in each space (sometimes more than one) it would take more than a "simple" hydronic b/b system to achieve the same level of control. You would likely wind up with less temperature fluctuation in each space but I doubt there would be much/any in the way reduced electric consumption.0
