Painting hot water radiators?

Just purchased home and the hot water radiators are painted. Issue is can I repaint over to change color or should it be stripped first? Will it be less efficient with multiple coats of paint? What is the process to disconnect? - Shutoff value, disconnect inlet, disconnect outlet, how do I empty to not flood wood floors? I'm new at this and trying to tackle w/o a plumber as just thinking it's a disconnect, paint radiator and wall behind, and reconnect. Any help/suggestions would be appreciated.
