Which outlet should I use for venting valves on my radiators ?

Need some advise. My castiron steam radiators currently have the venting valves screwed into the hole half way down to the middle, but there is an opening above that on the side top corner that is plugged but can be drilled out.
Should I plug the lower hole and drill out the top to make the system more efficient or would it not be worth the effort for the results it would produce???

    The best place for steam is where it's at. The top opening is for hot water applications. The steam goes to the top first and pushes down to your vent location.
