steam boiler

Boiler installed last december by others, have not heard of any problems up till lately with surging. Just installed chemical feed pump and chemical guy set up after. bldg manager said that they used excess chemicals right off the bat. My theory is chemical level too high now and also probably has excess impurities in water now. We decided to skim off boiler and then drained completely. Refilled with fresh water and left chemicals off. Will see if surging stops now. WHAT DO YOU GUYS THINK.

    Do These Guys...

...get all of their condensate returned, or is there some direct contact use, like humidifiers? If they get (or should get) all of their condensate back, water treatment chemical requirements should be very minimal, if any. Simply pumping chemicals into a steam boiler without regular testing so that feed levels can be adjusted, is inviting problems.
