Speaking of oversized boiler

I am currently giving a proposal on a job with pipes with no insulation. Homeowner says they will insulate pipes. Do you think it will be a big deal if they do? I figure a little oversized is better than under. And if I get the air out quick all should be good.
Anyone agree or disagree?

    Steam or water?

    If its Steam Iwouldn't do the job without insulating the pipes.Water, the heat loss and pick-up shouldn't change from the pipes being insualted or not.
