how to blow down a residential boiler

Hello Steam Boiler Experts:
I have a small residential steam heat gas fired boiler.
I would like to know in detail how to "blow down" the boiler if it necessary, and also how often it has to be done.
Can anyone also explain to me in a very detailed way also of how to do low water level test, and how often this should be done also, and if it is necessary.
What does the term "blow down" mean?
