Heating and A/C combined Single Unit

My father-in-law is building a cottage in Southampton, Long Island and is trying to find out if there is a unit he can buy that will serve as an A/C unit in the summer as well as a heating unit in the winter and can fit above a window without pipes running up the wall, kind of like a self contained unit. Any help or suggestions would be appreciated.
Thank you

    Limited options

You're stuck with a wall unit heat pump or air conditioner with electric strip. Your limiting yourself to alot of noise just because you don't want piping. Can't some tubing be run inside the wall cavity? You could at least get a ductless mini-split to hang the air handler on the wall and run refrigerant tubing down inside the wall to the outside condenser unit on the ground. Problem is a heatpump will probably not be enough heat for the coldest part of the winter. Mitsubishi makes a mini-split with strip heat and Sanyo makes one with a gas fired condenser so the heatpump can run below freezing. How big is the cottage and there's no basement or attic space for equipment?

    Wall furnaces

I agree with the other post, get a wall furnace, mounts between the studs for heat, and a minisplit for ac or just a window unit for ac

Here's a couple of ideas for you.

Armstrong has a division that makes a package Gas of Electric heat/electric cool unit. It can't be mounted above a window, but it's an option. Check it out at http://www.magic-pak.com/

Also, a company called Suburban Manufacturing used to make a gas heat/electric cool thru the wall unit. I rember putting one in many years ago. I found a web site lnk but the site isw under construction. but there is an address, phone number and e-mail link. Go to http://www.suburbanmanufacturing.com/

    Hope this helps.
