Radiator Problems - One-Pipe Steam System

We have some radiators where only half of it gets hot and 3 or 4 where they are stone cold. After removing the vents and boiling them in a vinegar solution to clean them, nothing has changed in any of them. The radiators that are stone cold are also cold on the pipe coming in from the floor. Two of them are located on the 3rd floor and are the only means of heating that we have up there, so it is getting quite cold.

Yes and no. Boiler is in the basement. 2 cold ones are on the 3rd floor. 2 are on the first floor (one of which is directly over the boiler area) and the half heated ones are at random places throughout the house, including one on the first floor over the boiler area. I have tried changing the numbers various times and it does nothing. (I've tried just about all of the numbers.)0
