Balancing issue?

I installed a system about two years ago...Buderus Oil-fired boiler with Indirect....motorized 4-way valve controlled by a Tekmar 363. For zones, we put the main living area and Master bathroom on a continuous circulation controlled by a Tekmar 063 (in the living room) with a 072 sensor (kitchen dining area). The other zones are controled with telestats or zone valves. These are smaller rooms with less heat loss. The master bath will not get above 68 degrees even thought the 063 is set at 72. The bath is about 12 ft x 6 ft with only about 5 ft of exposed wall (Small window also). I have been back to this house about 5 times over the last year adjusting flow in the main area. At this point, each loop in the main area is running about a 1/4 gpm with the single bath loop bath running over 2 gpm. Still cannot get above 68 degrees. The main room tubing is all on 12" centers and the bathroom has between 6" and 9" centers. Any thoughts or comments on this? I am very baffled and have run out of ideas. My next option was going to put telestats on ALL of the loops and replace the 063 with a Tekmar thermostat, put a thermostat in the bathroom, then raise the heating curve on the 363! I really don't want to do that though. Thanks in advance any thoughts or comments.
