Is this Dunkirk boiler an Ultimate? What the btu input parimeters speced for it? What kind and size of burner do you have? Example: Reillo F3, F5, or F10? The burners are of course also sized according to the btu input, and will not run well if fired too low.
You will also find a limit to how much you can underfire this and still not condensate, and I would not recommend lettng it fire with the stack temp. below 300-350 deg. gross.
You could run a bigger delta T, even without a buffering tank. Too cold of returns are not good for the boiler, but 140 - 200 range would help for longer cycles.
Any mixing controls on the boiler? indoor/outdoor? triple aquastat?

Derating an oil fired CI boiler
How low can I go on a 5 section Dunkirk? I beleive my uncle had a 1.5gph and changed it to a 1.25gph -
I told him to go with an 80,000 BtuH Buderus and his "plumber friend" said I was too young to know what a BtuH was and the 2200 sqaure foot house needed 5 sections from across the road. I asked if he took into account that the roads in Shoreham are VERY wide and the extra finger should be deducted to a 4 section boiler max.........
The boiler sooted up with a 1.5 and now with a 1.25.
How can I be the hero?
I wanted to install an 80gallon electric heater as a buffer tank with a Heat-Timer set point control and let the boiler fire a 50 degree delta tee.
But then I'll own another boiler!!
I just got a Bacharach combustion kit with t he infrared printer - I think I may offer to stick it in.......the stack that is and find out how much excess air there is. Possibly do a smoke test too.
Can I know how much smoke % there is without the smoke probe or pulling a smoke test?

You have a number of issues here.
A smoke test should always be performed. Only zero smoke is acceptable.
The Buderus can handle the larger delta-T that you want. In fact it would be an excellent boiler to set up as a cold start boiler. The material that the buderus is made of does not have the thermal shock problems that a regular cast iron has.
You can under fire any boiler. You need to be sure, however, to maintain a stack temperature above 300 or 350 degrees to prevent condensation in the chimney.0
