water is very murky when boiler is making steam but level is not bouncing and the upper tube has no condensation. Is it time to skim? or should I just drain and refill. The wet returns I flushed.

Flush the dirt out of the boiler if possible
If not, draining and refilling, then skimming, is better than nothing. DO NOT REFILL A HOT BOILER WITH COLD WATER! The boiler will crack if you do.
