for the lowest permissable return water temperature that the oil boiler will want to encounter or the lowest water temperature that cast iron baseboard will operate with? Clarify please.

We always advise
trying to maintain a return temperature to the boiler of 140 degrees or hotter with our boilers. This will help eliminate any possibility of condensation or thermal shock from occuring. Hope this helps.
