replace steam heat w/hot water to keep costs down?

My current steam boiler was flooded this summer & I am having a hard time getting help from contractors to replace it or change it from steam to hot water heat to save on heating costs.(If this is a good idea.) It seems like everyone has their own agenda, generally they just want to replace it with the same size and type etc.,without doing any further study of the radiators, etc. The boiler supply man said don't even think of doing it because I am asking for trouble- leaks,etc.
Does anyone have any experience with what I should be doing? I have an old brick/tudor house,approx. 3300 sq.ft., 21 radiators. The current boiler is a small commercial boiler. Thanks for any help!

Was the flood in the boiler room, or did the system flood inside?
If it was only a boiler room flood, and the system is still fine, I'd find a steam guy and restore it.

The great expense of converting to hot water would be better spent making the house more energy efficent. New windows, insulation and a well piped steam boiler would be a better investment then a new heating system in a poorly insulated home.0 -

Look up a contractor in this site's Find A Contractor. Your system may or may not be easy to convert to warm water. There are lots of things to consider.
