Water Heater Odor

About 18 mths ago, I installed a 50 gallon State electric water heater. About 8 mths ago, the homeowner called and complained about a sulfer odor from the hot water. I installed a new anode rod, and followed the manufactures instructions as far as cleaning the tank. I got a call yesterday, the odor is back.
Some background on the home. It is primarly a summer home, used almost constantly durring the warmer months. Once school starts, it is probally used every other or every third weekend. The home is supplied by excellent quality town water. It is the last house on the street, and I dont know if the town supply loops past to another street or dead ends there. The homeowner says he leaves the electricty on, all the time. The complaint seems to come after a period of little or no use. They have had eletric water heaters there for years, and prior to this have not had a problem. I called State (8 mths ago) and told them the same things that I am typing here, the first time I got the complaint, and followed their instructions. Any one else have any ideas?
Thanks in advance

We had the same problem
on a seldom used system and it was explained to me that once the same water has been reheated numerous times it begins to break down and this can cause odors to appear.
We ended up removing the anode rod completely and installing a timer/switch and shutting the heater off during periods of inactivity. This seems to have taken care of the odor problem for us.
