How can I \"reduce\" a radiant radiator?

My hot water radiator has seven "fins" and I need to remove two. How? All I've heard recommended is tightening the bolts before loosening them, and to try heating and cooling fins and bolts to help them apart. Is that all there is to it? Thanks, Joe

Why
Do you need to reduce it. Do you mean taking out sections of an iron radiator?
If so, another alternative to trying the not break anything whist "breaking" it would be to reduce the temp of that radiator. This could be done with a mixing valve or you could install a thermostatic radiator valve to limit its output. All of these are assuming that overheating is the problem.0
