Reflective Radiant Conditioning

Could this possibly work?
Put stacks of two Peltier junctions at the ends of ceiling fan blades.
Apply electricity to one of the junctions in each stack and power the blade motor with the electricity generated by the 2nd. Ensure that the cold portions of the blades are extremely emissive.
Design a highly reflective shape ABOVE the fan that spreads the "cool area" of the upper portion of the blades to a broad area in the REST of the space.
A vortex of air AND radiation that makes people comfortable by moving the air and accepting radiation from the body????
I "saw" that last night when laying in bed staring at the ceiling wanting the A/C to kick on even though the thermostat reading "told" me that I "should" have been comfortable.
If I just gave away a multi-million dollar idea then so be it...at least we'll use a LOT less energy! If someone seriously wants to investigate this and has ethics, please contact me.

1) Try a prototype.
2) That's ridiculous.
3) Apply for patent immediately and hope that someone didn't beat you to it. (Do they still allow "Tesla-like" sketches for things that "could be" to be patented.)0 -
try a proto-type,somewhere it wouldn't burn down the house,just in case0
