Note the part about solar energy tax credits and new air conditioing equipment. If our goverment simply had a program that provided tax breaks for doing a real heat loss analysis on a home to install the correct equipment, using software in lieu of the three finger method to do the anlaysis, then we would be saving energy. In lieu of just replacing equipment with the same size that came out, but doing a complete heat loss on the structure to determine what size really should be installed. I think a good tax break program for replacing old equipment will work well and work even better if there are rules to make sure the right sized equipment goes in.
