Oil line breaks in back yard cost me big $$$$$$$$$$$

I live in Levittown and my oil tank is outside and above ground. Two days after I had an oil delivery my burner stopped. I called the company for service and when the repairman came out he said I was out of oil. I told him that it was impossible as I just got oil two days ago. The repairman and I went around to the side of the house where to my amazement over 200 gallons of oil was in my back yard seeping into my lawn. The repairman called his boss who came down and said a racoon must have ate thru my copper line. I find this hard to believe. They called the EPA and now the oil company said it's my responsibility to clean it up. The man from the EPA was here and he said my fine for the oil spill will be between 15,000 and 25,000 $$$$$. Could a racoon have ate thru the copper line? I think the oil company messed up and i'm going to file suit againest them. I'm getting estimates of 5000-15000$$$$ to clean up the spill.
