Haywood Pool Heater

I talked to an old friend today and he was telling of his problems with his brand new Hayward Pool Heater, Model H-100, Nateral Gas. He says haywards tech line has not been abel to help. I have not seen this heater.
Here's the problem. It has a two stage draft inducer. On a call for heat the the fan then the burner come on, nice looking steady flame, after a couple of minutes the draft fan kicks into high and literaly sucks the flame right off the burners and out it goes.
I have tried to down load the manuels off Haywards site but they wont down load.
Anybody have a clue?

check the gas pressure when the secondary fan kicks in, been told by a pool guy thats been doing these for 30 years that it might barely have enough in low mode then drops with the extra draft!!
