Does anyone make an under the cabinet "toe kick" heater for a single pipe steam system? Please let me know if this type of product is available. Also, to remove a radiator from a single pipe steam system and cap it back where it T's off should be relatively easy and not require any draining, correct??

No toe-kicks that I know of
are made for steam. However, if you must use a toe-kick you may be able to run a hot-water loop off your steam boiler to operate the toe-kick.
I'd consider a different radiator to fit the available space before using a toe-kick, as the hook-up is much less complicated.
