have installed
I have installed a few electric systems.
there are some very good products out there, here are a couple that I have used.
Infloor has a small kit -- http://www.infloor.com/show.cgi?pid=6&t=product
watts radiant has a nice product called heatweave -- http://www.wattsradiant.com/heatweave.html
I know that for a small project like yours, the cost is Insignificant. usually no more than running a couple of lights in the house!

Electric
I have done two electric radiant jobs using the Watts-Radiant mats. They were easy to install and worked well. The response time was a little slower compared to hydronic but it works well in situations where it not possible to install a hydronic system. The two mats we installed in my office draw 2.5A each at 120 volts. -DF

I sent some mat
from Watts Radiant to my sister in SLC. She installed it herself and had a tile and electrician contractor do the finish.
I believe that mat runs 12- 15 watts per square foot output. You may not need to cover the entire floor. And of course it is controlled by a thermostat and does not run continously.
