Any notice during the blackout

I was at my buddy Ken's house around the block , eating burgers and drinking beer before both went bad , and Kenny happened to notice that the disc in the meter was moving ever so slightly . Not enough that you could see it going , but maybe 1 revolution every few minutes . If the power grid is totally offline , how does that happen ? There aint nothing worse than getting charged for a blackout .

    low voltage

    Mighta been some low voltage tricklin around. When the blackout hit my area, the lights flickered, my computer UPS clicked on, the lights went out then they came back but very dim. I had my voltmeter sittin on my desk so I quickly put it in an outlet and read 45 volts AC. After 10 seconds everything went out.

    I didn't see my LIPA meter tho....
