I am choosing between hot water baseboard vs. an under the subfloor radiant system in an existing family room with wood floors that is located over a garage. I live in the Northeast. Any recommendations / advice?

you do a load calc and can heat the space with floor radiant, this is always my first choice. Lots of furniture or large thick area rugs will hamper floor output, keep this in mind.
Actually for rooms used intermittently or carpeted bedrooms I like baseboard. Real quick response, allows setback, and sometime more cost effective. panel radiators, radiant walls or ceilings are other options.
