balancing a hydronic underfloor heating system

Am trying to put an underfloor system in an 1858 house. Basically, one zone per room plus a good sized heat exchanger for the upstairs hall, a heat exchanger for hot water, and several small heat exchangers for the small bathrooms (converted closets).

A key issue is balancing the system. The company selling me the outside wood burning boiler states the circ pump is large enough to "flood" the zones and flow will be adequate. Another company states I should use a circ pump for each zone (expensive).

I thought a flow meter might work if not too expensive, but I have yet to find them. If I could know the flow rate, I might be able to adjust the zones via the valves on each zone.

I live in Georgia and no one in this area does anything but hot air. Would appreciate any guidance.
