Question about drop headers

I've seen some of you post pictures of steam boilers with drop headers. When a drop header is used, does the 24" from the waterline apply to the bottom of the header or does it apply to the top of the riser before the drop? I've got a couple of jobs where I could use them and was wondering if I could lower the header or if the riser has to go higher. Any help would be appreciated.

24\" to the first elbow on the riser
the header can be right down low, if you need to. The reason is to let some of the water fall back into the boiler before it hits the header. Here, look at this picture of a regular header, and see the water react.

Thanks for the quick response. I won't lower it too far but I didn't know if there could be problems at the equalizer end if it was less than 24" from the waterline.
