what % of a TSP solution should you use to flush/clean a boiler prior to start up ? Is tsp a good choice? Is it a good choice for a Munchkin? tia kpc

You could do better
TSP is a soap, nothing more. I rather see you use a boiler cleaner that is blended specfically for this application.
Most of the plumbing chemical manufactures have them. I tried half a dozen or more, I like the Rhomar brand. It is friendly to copper, iron, steel, plastic, stainless, and aluminum. It goes far beyond what a typical soap will do. Try Scott at 417 860 2998 for more info.
