Old topic about money savings?

I thought I saw here sometime in the last year or so a post or a story by Dan H. about why he does not make estimates about cost savings when upgrading an older heating system. Roughly, the gist of it went like this: the Engineer or Owner wanted to know how to improve the troublesome and inefficient system, the Contractor would not say how much, just that it would save energy, the Engineer or Owner says 'no way'; the following year, things still aren't working right, so they again ask how to improve the system, and the Contractor says how, but still will not say how much will be saved, so the Engineer or Owner says 'no way' again; the third year things are really bad, and they ask the Contractor what kind of cost savings will be realized by the upgrade, and he will not say, and the Owner or Engineer says 'no way' again; finally the system breaks down to the point that it has to be fixed at much higher cost than the original estimate given by the contractor, and then they save something like 20 percent over their old system. I cannot seem to find this topic or thread, and would appreciate it if someone could point me in the right direction.
