I have a customer that wants me to install a short piece of copper fin tube baseboard on a wall that is directly over the circuit breaker panel. The supply and return pipes would go through the floor very close to the panel. I can't find it,but isn't it against code to run water pipes within three feet of the panel?

I can't quote the code
but my understanding (from direct experience) is that in Massachusetts (at least) a pipe must be at least 3 feet from the panel in any direction, from floor to structural ceiling. It can be run behind the panel, or, (again, my understanding), is in the joist bays if you add sheet rock or plywood, to the joists, to protect from direct leakage. Hope this helps
