Hydronic distibution problem

I had my thirty year old hydronic boiler replaced with a new one. The old one had a large motored circulator. The new one has a smaller circulator. The problem I am having is poor ditribution of heat. The upstairs beedrooms are baseboard, the middle level is baseboard and the lower level is in the concrete. It is a one zone system teed together. The middle level gets hot, the lower level gets warm and the upper level stays cool. I never had this problem with the old boiler and the new one is actually larger to compensate for a future indirect water heater. Is this problem because of the smaller circulator or what and what can be done to correct it?

What size are the pumps???
The old one could be physically bigger, and still be smaller in output, than the new pump/boiler. Could also be due to too low boiler pressure.
