\"Everything's OK\" alarm

If you recall the episode of The Simpsons when Homer decided to become an inventor; the recliner/toilet, electric hammer, makeup shotgun (every woman's dream--Marge, "Did you have to set it on ****?"), and the "Everything's OK" alarm, you'll have an idea.
A frog took up residence in my goldfish pond. He CONSTANTLY calls (am guessing for a mate). LOUDLY and it sounds like a bad bearing on a circulating pump. So far, he only seems to have attracted another male and now they are in contest--I timed one at over 30 seconds!
Day and night, except during storms or when anyone is near--"everything's OK"!
