OK...that's right. So I tie the mix demand to voltage so it runs constantly (the loop circulator) and then the 063 communicates with the 363 regarding the slab sensor, indoor sensors, and outdoor sensors, and the 363 controls the VSI accordingly.
My heating contractor is quite good...but I don't think they've used many of the "blue box" tekmar controllers...and I know they have never used the 063. When I asked about the circulator (loop circulator) running constantly, they said no, I thought it should...and now I know the thought processes.

I'm installing my 063 and 363 controller.
I know I connect the 063 to the tN1/tN2 connections on the 363.
I assume that the 063 will generate the mix demand (call for heat) to the 363 via the communication connection, correct?
Do I just leave the mix demand connections empty on the controller??
I thought I saw this in the documentation at one point...but now I can't seem to find the explicit sentence to leave the mix demand empty.

The 063 does not send a mix demand signal. The 063 is used when the system is based on single zone, constant flow, and 1 mix temp. The TN2 connections are correct with terminals 19 and 20, but power (typically 24V) must be applied to mix demand 1 & 2 for the constant flow. The 063 RTU will allow you the capability of changing desired room temp with the constant flow.
