Providing hot water ctrl valves in an old apt bldg that has none

There are 6-8 apartment buildings ( 7 and 8 story), 50 years old, which has hot water boilers circulating hot water to convectors in each apartment - living room, bedrooms, kitchen, bathroom. There are absolutely no control valves whatsoever in the HW supply piping feeding the convectors. There are no shut off valves either in the supply or return piping. With the result, during cold winter months, people keep windows open due to excessive heat.

We want to provive individual convector controls in each bedroom, living room etc. ( It is not a loop system - there are seperate pipe chases feeding each convector).

What is the best way to provide control valves for each room - Probably need to provide bypass at the top most floor of each pipe chase.

Any suggestions would be greatly appreciated.
Thanks!

    Thermostatic Radiator Valves

made by Macon, Honeywell and others, can be had to fit your convectors. This will give automatic room-by-room control. Combine these with an outdoor-reset controller to vary the water temperature.

If this is a Monoflo system, you may need to install bypasses with the TRVs so there will be enough circulation when the TRVs throttle the water in some convectors.
