How do you determine the heating capacity of 1 1/4" fintube with 6"x6" steel fins operating at maximum of 3 psig steam?

Find out whose it is
and use their charts. Short of that, count up fins per foot, and find something close to what you have for fin size. That's pretty big fin, but here is one to compare...

If you have enclosure over that element, the numbers are completely different. Enclosure differences cause big swings in output.
