Hydronic line pressure regulator

I am designing an apartment building with a long hydronic feed line and a number of fan coils peeling off as it goes down the hall all fed by a 1/2 HP pump. The problem is that, if only one or two fan coils are calling, the line pressure is going to be too high. One solution is a VFD pump but they are a bit pricey for this job. I am told that there is a pressure equalizer valve that can be placed at the end of the hallway that will dump pressure in excess of desired pressure into the return line. Can any one help with the name of manufacturer and part number for this application? I have contacted our traditional suppliers but they are unaware of this product. Thanks in advance

3-way zone valves
on some or all of the AHU's will maintain the flow and then add the differential pressure bypass if you need or want to.
