On some of these Weil-Mclean boilers, the return pipe goes into the top of the boiler, make a loop or two, and comes out a few inches lower to feed into the suction side of the circ. pump. (Which then pumps into the bottom of the boiler.) Does anybody know why they do that?

That's a secondary condensing heat exchanger.
It help remove a little extra heat from the flue gasses and preheats the cold return water before it enters the cast iron HX. It's the difference betwen an HE (high efficiency) model and a VHE (very high efficency) model. It also rates a little higher efficency percentage, although the exact numbers I don't know.0
