The bleed port allows the gas behind the valve diaphragm to escape when the valve opens. When the valve is closed, gas pressure behind the diaphragm helps to hold it closed. This pressure must be released through the bleed for the valve to open. Go to Honeywells web site below and download the instruction sheet for the V48A valve. There is a complete explanation of how the diaphragm valve works.

Valve with bleed port
Commonly known as a diaphragm gas valve. Bleed port shoulb be vented either to outside or into the burner area next to the pilot. You can alos install a bleed valve on bleed port to adjust how fast the valve opens. this helps on atmospheric to reduce hard firing. The bleed port also if vented properly will tell you if the diaphragm has gone bad. You will always have gas leaking out port.0
