high pressure in crawl space

can anyone give me advice
A customer has a large house on a hill and I think the pressure of even the slightest breese forces high pressure under his house, this seems to want to find its way up into the house, we have ventilated his crawl and installed a 10" vent fan but that cant begin to help. I've tried opening and closing every combination of vents but with no effect. Only thing that helps is to close all the vents. but we need ventilation in the crawl to keep it dry. anyone dealt with this before or offer advice???? thanks. RK
