I cant get heat out of top floor rad

I cant get heat out of top floor rad,,free standing one,,,not in a loop,now i know this is wrong but the water that goes in goes in the top right and out the bottom left.pressure at 22lbs expansion tank not full,180deg water in other rads,but this one is buggin me,,new circulating pump b-g ser100,new fill valve,new pop off,and i am cold in this room,what do I look for?

a new circulating pump was installed,,,it is the right way,,arrows pointing to boiler and on the return side.0 -
Look for
air in the radiator, or a closed valve. Don't try bleeding the radiators with the pump running.
In on the top and out of the bottom is perfectly acceptable for a radiator provided there is a means of bleeding the air out of it.
