What is the purpose of a check valve on a domestic hot water recirculating pump?It is located between the pump and the heater.

water follows the path of least resistance. In some cases, the path between the furthest point of use and the tank are almost equal as it relates to pressure drop through the supply main and the circulation line.
The end user gets a roller coaster ride of a shower. The water starts out hot, then goes cold, they attempt to adjust, and the water goes hot, then cold again.
This is not usually a big problem provided that the return pump is on, but as soon as it shuts off (or turns on) the shower temperature fluctuates like my ex wifes sex drive. Hot, cold, luke warm, cold, hot, cold.
Pipe it like this and you'll never have any problems. The 3 way tempering valve can be eliminated if not required by local code.
