safety valves

I have seen much reference to "popping" safety valves to test them, but they all leak afterwards. In this day and age of high technologies, why can't the manufacturers give us a safety that won't rip when tested.
I believe in proper servicing of equipment, but popping the safety is a sure bet for replacemant.
Is it that they can't make one that will properly reseat, or don't they want to? Any feedback?
