high effic gas furnace: Why electronic ignition not fireing ?

Got a Payne "plus 90" 93% 398/399 gas fired condensing furnace. Not getting it to fire. THere is voltage to the unit. Fan works. Put programable t-stat in manual override and called for heat. It has electronic ignition. Fuse upstream from ignitor seems intact. THere is a knoby about 3/4" diameter switch which rotates to either on or off which I guess is some kind of safety switch for the gas valve . If found in off position is it safe to rotate 180 degrees to on position and try to start? DOes that switch relate to the pilot gas supply or to the overall burner supply? Is it obvious if the fuse in the wire is burned out? (I've never seen one). Where to go from here ? do I need to hire a service tech? Thanks in advance.

That knob is the manual on/off valve for the gas supply just like the one you see on the gas line itself. Onthe furnace should be instructions from the mfg. on turning it on. But normally you just turn it 180. Then turn the main power off for about a min. and turn back on, this should reset ant ingntion lockout. If all this still won't do it call a pro.0
