it's a strainer, Alan, that has been partially plugged and this is contributing to the lack of flow?

What is this?
This is installed in a 1950's fire station. To me it looks like a check valve. It is installed on the supply side of a hot water system.
Line size is 1-1/4" . It has the words "open" and "Run" on it.
We are experiencing problems getting proper flow thruout the building.
Thanks a bunch

Looks like a flow valve
I would think in the Run position it would allow water to pass when the circulator is operating. and in the Open position it would allow water to flow via graqvity if a circulator were not working.
