There could be alot wrong here but it comes to velocity noise. This is a circulator issue and pipe sizing.
Zoning it differently could help. Does each unit have its own thermostat?

Loud noise and vibration in hot water heating system.
I am a layperson living in an apartment for one year. I have baseboard heating with copper pipes. For some reason, this winter, every morning at 3am until noon, the pipes start humming very loudly and vibrating, so that I am woken out of sleep. It gets worse in proportion to the lower temperatures outside.
The landlord refuses to address this issue, and I am wondering if anyone can give me any advice?
It was working well, and quietly, all of last winter.
There have also been a few days of no heat in several apartments; I wonder if the two are connected.
