Steam baseboard one-pipe connection?

A neighbor of mine is having some problems with their steam heat system. One thing I noticed is that on the 2nd floor, most of the cast iron rads were replaced with steam baseboard with single pipe hookups. On some of these baseboards, water shoots out of the vents.
Is it OK to use a one-pipe connection for steam baseboard?

Steam baseboard
It is important that the baseboard be pitched towards the supply piping,this lets the condenstate return to the boiler.Also how long are the runs?

Baseboard lengths
The steam baseboards are about 8 feet long. I didn't have a level handy, so I don't if they are pitched appropriately.0
