Ive got a customer with a Phase 3 hot water maker, if its not used for awhile there is no hot water,but if he lets it run for awhile eventually its runs normally,any ideas? Bill

    Bad aquastat...

    Sounds like the aquastat is sticking. Try replacing it with a better one and see if it clears up.
