Bill N is correct, Honeywell was always the best source of what is required. Usually in commercial and industrial applications insurance companies dictate what to use while in public buildings it is local codes. You can always exceed the specs, but never go less. Last time I checked they were both kind of outdated, especially IRI.

Honeywell had some good downloadable stuff on their boiler controls site a few years ago. The did a good job of telling you when you needed what. BUT the customer and Authority Having Juristiction may have a different idea. For example, jobs here in NY state in K-12 public schools using State Building Aid have to have IRI burners on everything (not the 12,000 MBH that IRI says) (nobody knows why). My advice is to check with your customer, his insurance company or the local code official.

Check this link also, it gives you something, but you'll want to be check with everybody on each new job. Much safer.
