Most effecient temperature for radiant floor

I have a workshop with a radiant heated floor. I was setting the thermostat at 55 degrees but my radiant contractor suggested that I set the temperature at 60 degrees for the system to run more efficiently and save on propane. The floor is heating a 600 sq ft space with a 37,000 BTU propane DHW heater. He said the floor was having to heat up too much to give off heat with the setting at 55 degrees. I don't understand this. Would I not use less fuel running the system at a lower temp? The hot water heater was not short cycling at the 55 degree setting. How can I determine the most economical temp to run my floor at?

Lower temp
equals less BTU's. If you are comfortable with 55 degrees, then leave it that way.
That's where the efficiency of radiant comes in, comfort at lower air temperatures.
Set it and forget it.

air vs water temp
I would think that the temperature of the water circulating thru the pipes would be as important if not more important than the thermostat setting as far as efficiency and comfort are concerned.
