Control of Radiators

In my perspective project I hope to utilize panel radiators in two different ways. On the first floor which will have RFH, a couple of panel radiators will be used for supplemental heat in a high heat loss area where a radiant load calc has shown the floor only being able to contribute about 30% of the heat needed at design temp. The panel radiators are being sized to utilize the same water temp as the floor. Down the road, I would also like to replace a forced hot air furnace in the attic with panel radiators on the second floor. It would be desireable to have temperature control of each bedroom on the second floor
My question is in understanding the relative merits of the various ways of controlling the panel radiators. What are the pros and cons of TRV's vs. thermostats with telestats? If telestats are used, is the thermostat needed a regular unit like used in a single stage forced hot air system?
