outdoor reset boilers

I recently was called on a job that has aBuderas heating system with a reset control.In the bathroom there is a wall mouted turbonics kick heater evedently the home owner says room is cool at times.The unit has its own built in aquastat which closes at 135* and turns blower on.Is it possible that when its warmer outside the boiler will not produce enough temp. to turn on the blower to the unit then room gets cold.Any suggestions as to how I overcome this problem in a simple fashion?Incedently the type of system is a diverter tee system.

You could....
Get a lower temp. aquastat for your kick space heater or if you have to, by-pass the aquastat and wire the fan to run when the circ. pump runs ??????0 -
